I have wondered how they hack the exe myself. I would guess that they decompile it. You could ask Aten on GW (the creator of that patch).
Windows Vista?
Ummm...doesn't sound like a Vista issue, sounds like a memory issue. And why can't he download it through FF? Does he have permission restrictions?
Noob question
Make sure your firewall is down (though may not be necessary after next step). When starting rm, right click the executable and select "run as administrator". Or you could just completely turn off that damn UAC. Anyway, I am pretty sure that you do not need to install the ruby runtime to use XP (does that for you), but it doesn't matter.

RPG MAKER VX
The tiles are are not "32 bit" (they are 32x32), and VX has three layers (A, B-E, and event), whereas XP has four layers.
