There is a fix for this, but I'd need to link you to a patched RPG2003.exe to provide you with the fix which is a big No No.

Unless you can find the fix I'm referring to (hint: Google is your friend) you'll just have to manually go in-game and make sure text doesn't run off the screen.

I saw a program once that took a System.png file and various text strings to create message box images which you could then manipulate with image editting software to create picture elements for your CMS. This is about as much as you're going to get though.

On the one hand, what they do within their borders is their business and none of ours. Just because some African people go topless by tradition, should we go in and tell them to wear a certain style of clothes?

On the other hand, the particular example you've given is an obvious violation of human rights.

While I'm leaning towards the former, not intervening in others' affairs, I will say neither choice results in a clear-cut "good" answer depending on the context.

The video doesn't really help us address your problem. The error message is coming from PMB itself, stating that it was unable to connect to PMB's servers because something is blocking PMB.exe from making outbound connections. Chrome could make a connection with their servers because it's not blocked like PMB.exe is.

The question now is, what firewall and/or security software are you using? Though configuration options vary by software, the gist of the matter is that you need to unblock PMB.exe from whatever firewall and/or security software you're currently using.

Please don't take this the wrong way, but saying that "free anti-virus software tend to be bad" is arrogant and not the kind of attitude you want to have when dealing with an existing virus problem. Microsoft Security Essentials and Avast both have respectable reputations, though I've heard AVG isn't up to par lately.

I realize you've been irritated by this whole debacle, but I felt this needed to be said. (。= ω =。)

PMB isn't as bad as everyone thinks. Well, It's bad, but it doesn't do any harmful downloading. The program is basically one big P2P network, the files you download over it, are downloaded from other systems/servers hosting that file. The catch is, as long as it's installed on your computer, your computer is also a host for the files you are downloading/downloaded.
The idea is good: it's using the downloadspeed you currently aren't using, so normally you shouldn't have any problems with it. And for downloading, that's kinda true, but sadly the whole system is kinda... well, shit :D
It takes time for PMB to adjust to the current dl/up speed you are asking from your computer, meaning, if you are playing an online game, it will occasionally(okay, quite often)download more then it should: giving you major lags spikes.

Ugh, why was I explaining this?
The idea is similar to BitTorrent and other P2P networks, but the critical problems here are that PMB:
1. Usually installs silently and automatically along with the software it was bundled with, without clearly asking for the user's permission.
2. Does not clearly specify what data is being transmitted and to where.
3. Does not have an "off" switch, running silently in the background without informing the user.
4. Does not allow bandwidth throttling, potentially causing problems with other software that utilize network connections.
5. (3) and (4) both are especially troublesome for people on connections with bandwidth caps.

If the OP wants to unblock PMB given the above, that's fine, but for his computer's and privacy's sake I really wouldn't suggest it.
