Kinda this. I've started to play the game but depending on the play length, a simple post in the game profile could be more appropriate than a review.

Oh hello Ketsumio. Yes you told me, so don't worry about it. I'm paying another artist right now and actually there had a few design changes anyway so the descriptions aren't really that accurate anymore.
Turn-Based...dead?
If your ATB speed is so high that it's barely noticeable, it becomes more about creating the illusion of using another system than refining really the ATB itself.
I was more thinking about a noticeable wait time between actions, but with the possibility to do something during said wait time.

Turn-Based...dead?
I like turn-based but dislike ATB. This isn't inherently due to the ATB system itself, but more to the fact that simply waiting for a gauge to fill before inputing commands is frustrating, as there is nothing you can do in-between. The notable exception would be Ar Tonelico, where the player can switch and activate songs when the other characters are waiting.
And yes, pretty much this. If you intend to design heavily strategic battles in your game, this seems the logical route.

However, turn-based battles is a style of gameplay that offers an entire dimension of infinite time to think and react versus anything in real-time.

A city enviorment for rpg maker xp?
Modern tilesets are scarce yes. Eventually you could use the futuristic ones from the sample game KNight-Blade but they're a bit dark (mood-wise).
