Greetings! Advice on engine selection . . .
[RMMV] Permanent Super Gameboy Style Border
I've tried the resolution scripts for Ace, didn't help. Could you maybe link what you are thinking of in case it's one I haven't tried?
From what I understand the issue isn't with making it crisp, as it is crisp at 720, but the assets are too small to fill the screen at crisp resolution? And when you upscale? it goes blurry? I'm actually not fully clear on the issue as I would probably have to see it for myself.
So are you saying that MV has higher resolutions and when they are used at fullscreen, it's not blurry? Or it's crisp at the higher resolutions only in windowed mode? If that's the case, have you tried setting your computers resolution to match? Have you tested it on any other computers? Maybe it's a graphics card issue.
Either way, I think it's ludicrous that this is an issue at all. Why is it so hard for RPG maker to do fullscreen? I don't recall this issue on any other engines.

What if you increase the scale of the graphics? Then find some way to get around the difference in size of the characters and events.
It's possible that you can't keep images drawn between transitions, but why not just have no engine transitions. Then if you want pseudo transitions in the game play area, use show pictures with transparency change.

I don't believe anything can remove the blurriness of full screen. That's an issue with most versions after 2k3 I think. Time to downgrade!
The border is a neat idea but it might not accomplish what you think. Any kind of change in resolution should fix blurriness with or without the border(especially if the border is simply a show picture command), so you shouldn't need to get that working to know whether you found a fix for it or not.
Was the frame resource type removed from newer engines?
I may be mistaken but that's what I've come to learn about issues with fullscreen in Ace. Even fullscreen scripts didn't help, although they did make it slightly better. But then it introduced other bugs with show video, and pressing F12 crashes it, soooo yeah fuck I hate RPG Maker sometimes.

Heat my computer
Maybe that's why some people are complaining about lagging in MV. They just assume it should run if ACE does, cause I believe it looks mostly the same?, and they have crappy computers.
[RM2K3] Game launcher
I'm pretty sure shortcuts should work. I've played games where there was a shortcut outside of the games project folder and it works. You might be doing something wrong when you make it.
Super Smash Bros for WiiU
I didn't and I probably won't really pay any attention to any of that stuff. I'm secretly hoping it's just a port and will be linked up with current smash. I really don't want to have to do the same thing I did with the Wii U. Spend 400$ just to play Smash, because I do nothing else with my Wii U and I know it would be the same with the switch.
I played the Zelda and Mario games, and while pretty good, I didn't love it.

Heat my computer
It might not be a high end game, but it would be higher end then older version of RM. If it doesn't heat with older engines and only heats with the new engine, then MV is passing some kind of threshold where the cpu needs to work hard enough to cause heat. And don't forget, we don't know the specs of OP's computer.
2k3
CPU Intel® Pentium®4 1.5GHz -
RAM 256 MB or more
Ace
CPU Intel® Pentium® 4 2.0 GHz equivalent or faster processor
RAM 512 MB or more
MV
CPU Intel Core2 Duo or better
RAM 2GB or more
Or it could just be a coincidence. Maybe OP is using the other engines during shorter computer sessions, and MV for a long time and it's just getting hot after X minutes. Or they use Ace in the cool basement, and then like to chill out in the sauna and do some MV work.
Anyways, there are options to try before going to a repair shop for overheating. And then you'd have to trust that you're bringing it to a reputable place. Many of them will prey on people who don't know any better. When they have your computer back there, they could say it's anything and few people would be able to challenge it. Happens all the time. They could say the problem is with the carbon fibre heat shield and bussard collectors, and most people would agree and pay whatever.
Unfortunately I don't understand OP, so we may never know.

Improving Basic Attack and Guard Functionality
Guard could have some kind of counter attack in various forms. Like using Guard puts you in a state where if an enemy attacks you, you are given choices to respond. Kind of like springing a trap card in Yugioh.
Normal attack could have a sort of quicktimey, free flow action RPG button press system to it. That would make it really fun.
Not saying this can all be easily done in RPG maker, but this is something I'd like to try some day.
