Gaming developing and where to begin.
I'm not saying that you shouldn't necessarily focus on graphics, but any number of people (myself included in the past) focus so much on finding resources that they never actually get around to building the game because they spend too much time working on the graphics and get burned out before any actual content is developed. I would personally rather see a complete game using core graphics than hear about a game that's being developed with entirely customized graphics that never gets off the ground because the author bit off more than they can chew with prebuilding resources.
This is the mistake I made when I started developing Zenrai Legends. 80% of the graphics were completed (sprites, menus, animations) but I never got around to actually designing the game itself or putting more effort into my custom systems/programming. I was so confident that the game was going to be created in less than a year but reality eventually sunk in and I gave up.

Thoughts on using RTP.

Well that's understandable. For me it's the gameplay that bores me when I play a game with the RTP because most of them are the same. I've been using RPG Maker since June 2012 so the RTP graphics are still fresh to me (except VX and 2K3).

Thoughts on using RTP.
Well, after coming across Mack's VX Tiles, I've decided I will be using them instead of going custom. Instead of putting all of my focus on going custom (which I have been doing for the past month) I'm gonna focus more on design and programming. There's so many resources for the RTP that I would be doing myself a disservice by not using them. I'm enjoying the development process so much more now since I only have to worry about mapping/scripting/eventing/database.

Thoughts on using RTP.

RTP is boring to people like me, and I've been in the community for only a year.
Everytime I see a RTP-generated faceset, I artistically rage. At least Kaduki has style and character and don't freak me out. =3
The hype I had for the RTP kinda decreased the more I started using it. Mostly because my graphical skills are limited to 8bit/16bit and if I wanted to add something new I couldn't.

1) As important or unimportant as you want it to be. There are plenty of JRPGs with stories, but I'd recommend a short story at best, not an epic. Something that could fit in 100 pages of a book. That way, you're more likely to finish.
2) This is a little too vague for me to judge. My guess is either you mean Pokemon-esque or something like FFX's Aeons, which are neat, but I'd say since you're in control, try mixing it up with something new. Those systems had flaws, improve them, or just reshape them in your own way!
3) Yea, probably, but it'll probably be easier with a new engine like Ace, since 2k was build to make Dragon Warrior games and you'll most likely have to hack everything else in.
4) Make whatever you'll enjoy making, that way even if it sucks you still had fun and learned something.

I need an outside opinion
If your having trouble with graphics, my advice is to look for free game art and just edit it to your liking. Creating custom graphics from scratch is very difficult if you are a new at it.
1 - Depends on the game.
2 - If your going this route, I'd suggest doing your best to distinguish yourself from looking like a Pokemon-clone (check out Dragon Quest Monsters and Azure Dreams). Unless that's what your going for then go crazy! Lol
3 - Yeah, using variables, switches, event coding and things like that.
4 - Depends on the game. A modern RPG will be tougher in 2K but it is possible if you know the engine well. I'd say go with something simple in the beginning and gradually expanding the game as you go on.
