Sorry about editing my post. I thought I could do it quickly enough that nobody would see the first version. I'll try to look things over more carefully before posting next time ;)
Anyway it doesn't really matter anymore whether Shinan can vote against his own proposal. So to avoid more protracted discussion, I'll just say it's allowed.
As for changing votes, it is not specifically disallowed, and in particular Rule 302 made provision at least for voting to continue until each player places a "final vote". So Trihan is indeed allowed to change his vote as long as the turn isn't over.
Incidentally I am voting nay on this proposal. So as long as a majority consents to continuing to the next round per rule 211, it's time to calculate points (Shinan loses 10 points and gains 2, for a net -8 points) and move on to TangledLion's turn.

Oh rats, I guess somebody -did- see what I posted before I reconsidered and edited it. Um...Trihan, you being game master and apparently one who saw my original post, do you think I should restore the post and go from there? Or is it enough that what I wrote before isn't there anymore?

Although I would like to rule that he can't vote against his own proposal, I don't believe he can't. So unless LockeZ has a specific rule-based argument to make, I'm going to rule that he can.
I will advise Shinan, though, that if he votes nay he will lose 10 points, while voting yay will gain 7 points (13 * 50% = 6.5, which I believe will round up to 7).

Should the proposing player fail to do so, or if the post has been edited from its original state, his or her turn will end immediately and the rule-change will not be adopted. The game shall not be declared won until it is confirmed that this rule has been followed.
