The styles are a bit different. Look at the harder pixel outlines of the stands versus the softer ones of the trees and flowers and medium ones of the other building. There's also a lot of saturation in some parts and then not much at all in others; the stands have really really bright colors.
I personally don't mind it so much in RPG Maker games, though, and am completely guilty in earlier games of making maps that are a giant hodgepodge of graphics from totally different sources.
EDIT: The most striking examples are probably the "Poke" and Not-Coke Vending Machines, which barely have any outline at all.

Not saving giving a better reward?
The quicksaving seems like an attractive option in this case, if you still want a limited-save reward system.
In my own games, I generally either allow saving anywhere or saving anywhere except in dungeons, just for convenience, and try to create challenges in other ways, but that's just me.
I may be one of the only people on the planet that feels this way, but I really enjoyed a lot of Dragon Quarter's weird challenge. Though I wouldn't ever subject that to a player unless they knew up front that that's the kind of game they're getting in to.

I think there's a few games that give a better end-game score (or whatever) the less often you save. Vagrant Story definitely, but I think Breath of Fire Dragon Quarter does this too?

Using the Defend Command with CTB or ATB
Yeah, I think VX Ace has a similar problem (or I'm using it wrong XD ) because I tried having the Attack action remove Defend state, and seeing as the character was still defending, I'm assuming that it meant it tried to remove Defend from the target of the attack.
I found a script which might do the trick, which is Yanfly's "Lunatic States" which seems to allow greater control over states, and has a "<while effect: string> - Occurs after performing an action." If I could plug in "Remove defend after performing an action" maybe that would work. Unfortunately, I'm pretty script-dumb and that script is for advanced users. I will have to research on how to actually getting it to work. If I can't figure it out, I'll probably make a post in the Programming & Plugins part of the forums.

Hmmm... maybe not. Now the character will defend until their next turn, but the fast character will keep defending even on their next turn (I think because their speed gives them another action before the turn technically ends)...
