author=LibertyRight, I mean the part about my game is very short. About 90% of it or more is about other games, so...I don't know, haha. Maybe just the sekaikan part and the part about my game? Maybe the character/anime part wouldn't be necessary.
Maybe made a bit more game-centric? There was a bit of fluff in it that was more about other media from what I skimmed and since this is a game site, it might be best to stick to the pertinent subject, so to speak.

pw and ph are the ones that determine the "slice" sizes of the bitmaps.

I use character sprites that are two tiles tall in my game, so the spritesheets have unusual dimensions and appear weird in the save file images on the save/load screen. How can I adjust the size of the image it uses so that you don't see cut-off characters like this?

I know it's possible to set a "Through" property on event-pages (or Move-Routes) in VX/VX Ace, and that the "Through" property allows events to move through otherwise impassible tiles. If such a thing still exists in MV, that might be a solution for you?
UPDATE: Okay, wow, you were right! All I had to do was make sure the "through" property was on. Thanks! That sure was easy!

author=pianotmwzackwI don't know if anything can actually be done about that. It's easy enough to get events to pass over the player character, but the A. I. on RPG Maker refuses to move through other events or impassable tiles.pianotmYes, but it still seems to be impeded by impassable tiles.
Have you tried setting the event to above character?
However, it can be done with overlay animations easily enough. Just make sure your bird pics are the same size as the screen res, and make sure the birds are properly animated in a repeating cycle.
I'm using a common event with a picture moving across the screen for the clouds, but that's just a still image moving across the screen. Is an overlay animation something like that?
