CloseI need to know if it's possible in RPg Maker 2003, to have a movie play in a Parallel Process, in which allows the person to move while the video is playing.

I'm not sure, but I think you can't.
As far as I know, movies are on the topmost layer; so the movie will be played on top of the character. And even then, I don't know if the hero can move while the video is played.

You're able to shrink the size with the resolution changing options.
All I need to do now, is find a way to allow movement.

Does it work if you make "Press arrow key => Move Hero" parallel processed common events?
I suppose that would be the only way if the video stops all other movements. Or maybe make the hero a Picture and move it with the arrow keys...
