I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

I roll a 9 for perception.
You've already looked, you can't reroll perception. I told you what you saw, now you have to think of what to do with it to cause the distraction. If you want some help in that area, roll an investigation check.

Despite his attempts to appear threatening and his conviction to extricate from the situation he's found himself in, Patchi is a bundle of nerves right now, unsure of what he should do besides putting some space between Yalvota and the prisoners. He winces when he hears from behind him what sounds like leather smashing against meat and bone. At this sound, he continues to urgent prod the person in front of him, directing them towards an unoccupied room in the housing area

Yes, the roll was to gain information regarding your action.
With investigation, I piece together things that may not be obvious or give you information on how things could be used, how thing could have happened etc.
For example: Perception lets you see a weak door.
Investigation reveals the exact weakness and how you might break it down.
In this instance, you've rolled perception to notice many things in and around the camp.
You've failed your investigation roll, so I haven't given you any ideas on how to use what you've seen. However, that won't stop you from using them: For example; the loose rocks on the cliff you saw: A successful investigation check would reveal where they were loose, how you could move them, and what effect they might have. Just because you failed it doesn't mean you can't try to use what you've noticed.
Tl;Dr Information Gathering Rolls are inadequate for actions. They're to give you more information and a better idea of what you might be able to, and want to, do.

Froggemin sees Agnelia sneak by three gnolls standing in front of a tent, and his eyes scan the camp for something to cause a distraction. There are torches on wooden posts surrounding the tents and in front of the entrance. There appears to be a very steep yet potentially climb-able portion of the cliff-face over some loose boulders. The tents are made of what looks to be compacted grass and hide, and there appears to be a pit outside the camp where gnolls are dumping buckets of some kind of solid-not-solid matter. (An investigation Check could reveal to you possible uses for the things you notice with perception, or you can come up with your own way of using these things by yourself.) A patrol of three gnolls passes by, but none see you nor Agnelia, apparently.

Can I push one of the boulders down and then run around in the bushes to drag them that way?
You can do anything, as long as it's plausible and your rolls are good.
So, roll stealth to get to the cliffside, Athletics to climb it, then an athletics check to dislodge the boulder.
Luckily two of those rolls are strength based, and another you're also proficient in Athletics, meaning you get a bonus +2.
You might be able to avoid having to try stealth if you go the long way around.
