awe this is sad... i don't know what it is, but i think you should go ahead with the new one :)
It takes me some free time. Although when I do have some and I work on my game way too much I get bored quick.

When my last relationship ended, the dumping actually occurred while I was editing the data for some monster in Wilfred the Squire. I am far and away done with any hard feelings about the relationship, but I suspect there is a correlation between that and not having worked on my game since that night.
Free time, which I have WAY too much of, and motivation, which I have plenty of. I shirk responsibility at every possible chance I get, so I always have time. I do waste a lot of it just surfing the internet half-consciously, though.
Also, ideas. I've got a lot of those, too.

It requires the planets to align on a full moon. Or that's how it seems sometimes. How much I put into my games depends on how much time I have available to work on them, if I have a deadline I'm working toward, and how stressed out I am by everything else going on around me. I'm more inlclined to play videogames (or browse the forums) if the world outside is pressuring me for something.
I very highly prefer to work on my games on my own time alone.. I can be planned or spontaneous in what I do with them though. It seems what I'm doing with my current project, more or less, is building the skeleton of the game, only to develop it further afterwards.
I think you must get used to work even though you're not motivated so you will get somewhere. I'm multitasking so...while reading some here and there, I'll do an epiphany and pixel the next part XD
It takes a bit of inspiration and having most of the technical/database stuff out of the way. I really like spriting and mapping, but I feel guilty working on mapping until I have all my resources in created. So the slowest part for me is developing all the behind-the-scenes stuff.
Fun Fact: Upon the completion of this post, my Fruit Gushers exploded out of their packaging and flew behind my desk. Mmmm, a hint of dust...

That's kinda what's happening to me right now. I just don't feel like working on "Megaman X: The Return of Wily" Right now, probably because I crammed as much work time into the past week and a half that I'm just completely drained of RPG Maker work. I just hope it doesn't last the usual 4 to 6 months.
Having absolutely nothing to do.

Playing another good game gives me motivation. Sometimes, I'll just feel like working for no good reason. Actually, working on the game is part of my regular daily routine; I have slumps sometimes though...

This. But it doesn't have to be good as long as it has good moments or ideas. Same goes for books, movies, etcetera. Anything I can crib something from. ;D
Most importantly though I require a minimum amount of praise, encouragement hype adulation from the community, to keep working. Without it my discipline wanes. That is my most important prerequisite anyway, besides the ephemeral and undefinable "being in the mood".
Playing good RM games, seeing cool screens/projects, or playing commercial games with aspects I can integrate into my game. Rise of the Third Power and Yakuza 2 inspired me recently. Free time and lack of finals is also motivating.
But right now, just having the adapter/charger for my laptop would help. :'(

Learning world history. You can learn so much about building a game world and setting through reading about the history of the actual world. Since my game has a setting of nations at war (but not a war game), I'm reading on World War II, the Axis Powers, the leaders (not just Hitler, but Benito Mussolini, etc), the rise of fascism, and what led up to it.
Fascinating stuff.
