For voting system the only way this could be a truly cross-community effort is if every participant community had a judge (or two) in the competition.
So you're saying that games should be rated by judges as opposed to members? From my experience, people complain a lot about that and keep asking for members to vote as opposed to a few selected individuals.
How about February the 5th or 10th ? We have a little over a month and a half then. I don't think we should have a length limitation, though.

Once we've figured out the core people who will work on this it'll be easier to organize this more efficiently.
More volunteers would be awesome. It really doesn't require a lot of time. It's mostly translating the rules to the target languages and then answering questions by members of the respective communities.
As I've already said before, we'd need something classy to represent the contest, so if some of the artists on the board could craft something, that would be great as well.

About this:
I think voice acting is a very difficult thing to pull off. It's difficult for the voices to sound natural and *stick* to the game and the characters.
I commend the effort into doing this, the idea itself is really original and neat.
As for the voice acting in the trailer, I think it needs some work (it's not worthless or anything, just needs more work). The voice acting felt "forced" to me, I thought it didn't sound very natural and thus credible. It reminded me of those anime dubs made by fans (which I have a hard time with ;)).
It's hard to explain but I think the best way to do this would probably to put you "in character" and react how you would if you were in this situation as opposed to trying to recreate a reaction artificially (ie, "Ok the character is angry now, I need to shout).
Just my two cents, keep going at this and it'll become something really unique.

1.) Only custom made graphics or is everything allowed?
Everything should be allowed. Custom graphics are usually rewarded by players anyway.
2.) Individual members or teams?
I'd say both but I think working in teams should be encouraged, up to a maximum of 4 people.
3.)The deadline
I'd say February 1st. That would give two months for members to hand in their games and two weeks for members to test and vote (I didn't even know when was Valentine's day... -___-').
4.)Voting system
A poll system where members choose a game for category ex: story, graphics, design... etc...We could set up a poll at one place where people would vote. Everything in the same spot for easy data collection.
5.)Awards
First, second and third place for each category.

*Nothing about the games can be shared with members out of the team.
*No text is allowed. Invented languages (which don't mean anything) are allowed.
*Game must be handed in before the 1st of February, Greenwhich Time.

@YDS: Could you whip up something attractive to represent the contest? You know, something creative and eye-catching: "International Valentine Contest" or something drawn with wacky characters, with plenty of colours and cute stuff. You know, to leave a good first impression.
I thought about something, since there's no text, people could use sounds (think Mario on the DS here) or facial expressions to convey meaning or just pictures in a dialogue box and so on.
As I've said, I'll take care of Oniromancie.

If one of us go there while being unknown people won't participate as much (especially if we start writing in English). I think Valentine is a good theme (=theme of love). That would give a good two weeks to organize the contest and two months for the people to get to work.

I don't mind spending some of my time to get this off the ground but I don't want to do it by myself.

I think members would probably need about a month to work on this. 2 weeks would be too short a time (that is, of course, assuming the game must be handed in before the first of January).
