I am excited for Metal Wolf Chaos and Yakuza coming to PC

Event lasts a bit more than just the weekend: 6th to the 12th. The 11 hour is the main game dev time limit than Sat/Sun stuff so people who aren't free on the weekend still have time to throw something together.

[RMVX ACE] Scrolling cloud overlay for overworld map?
Have you tried fog scripts? I haven't used them so I can't say exactly but it sounds like you can set a picture to be a moving repeating overlay on a map. Here's one a quick google gave me. Here's another.

If I went with my second pick for champ it would've been Vegas and I know I wouldn't guess any of their # of games because I never would've expected they'd dunk so hard on everybody.
