So as you can see I'm trying to make the command worthwhile but not too easy either.
I agree with that, I just think some alternative method/s would be nice. I know what you mean about the gloves too. Although I was actually suggesting you give the player multiple solutions to the same problem. Perhaps some more efficient then others. This would give some sort of learning curve to the whole process. Something other then just mashing the steal command, not much to learn there, heh.
Of course I don't really know how the game mechanics of this game look, so I can't really suggest a specific idea. In any case, I hope that gives you some perspective on the issue.

In Chrono Trigger, Ayla has the ability to "Charm" an enemy. It usually worked. Also, if you paired up with Marle to use "Twin Charm" you always succeeded. And you could steal pretty much the best items in the game, like items that permanently increase stats and some of the best armor.
I say that is the best information anyone has given. Too often the game maker attempts to make the game idiot-proof just to make it "more fun", but for some of us-- easy games are boring. So, the goal is to make a problem for the player, and have them pose a solution (if they so choose).
Example:
Problem: Steal Command sucks, and always fails hard.
Solution: Use it jointly with an item, another player, unlock something, a key input system, etc.
I'll make this short. The possibilities are endless, but my point is you shouldn't give the player anything. Some form of solution should be offered by the player; be it persistence as the traditional steal command works, or a different method as AznChipmunk mentioned. In any case, making it easier right off the bat is counterproductive. The 100% thing, seems to make it easier-- at least from my point of view.

Heh, yeah you would have to watch the show or play the game to find out. Basically Piccolo, has an ability to grow larger in size-- a transformation. A skill known as "Piccolo's ChÅkyoshinjutsu (Super Large Body Technique)", it allows him to expand his size and consequently his strength along with it, while sacrificing his speed. Although he only ever uses it in Dragonball, but the game starts off at the end of of Dragonball and continues through to the Z series.

Try to elaborate on your comments, I'm sure they would be much more helpful. I mean saying you "hope it's a joke" is really useless, especially since you didn't explain what you mean. If you're going to comment about something being laughable, then you should know your critique is no different (no offense).
On the other hand I somewhat agree with you:; I don't like the wide screen thing BECAUSE it just looks like wasted space. If you're going to add that kind of a feature you should add maybe a frame or some sort of border. The reason why I say this is because right now it looks like one of two things: 1) you didn't feel like resizing the picture, 2) the idea is just an afterthought and is underdeveloped.
