Politics
It takes a strong, noble human being to participate in an idealist political system.
Unfortunately, humans are much more prone to being selfish, petty, manipulative, deceitful, lazy, greedy and antipathetic. Simply because those are much easier ways to get ahead in life.
Until such an unlikely day that humanity has advanced enough that we would all be selfless, there's a need for politics to anticipate the worst in humanity. I gladly dream of such a day myself, but humanity has a daunting journey ahead of itself to mature.
Of course, a little strife is still good. Spice of life.

Politics
Politics can be a very touchy subject, so tred lightly.
Personally, I don't have the energy to bother with politics. This upsets people I know who are more passionately opinionated. They feel I am obligated to participate simply by virtue of being alive.
Most of it just seems like childish power games to me, an overwhelming amount of BS and petty infighting. If I bothered with politics I would need to thoroughly study both sides of every argument, objectively keep up with the latest news and effectively and civilly debate. I feel that taking a knee-jerk political stance is worse than simply not participating. Frankly, my life is enough of a mess without worrying about how to fix the world at large. So I do not normally participate in political matters.
Somebody has to wade through it, though. If you can keep up with everything, without becoming jaded and remaining objective and managing to remain pure to your views: I salute you.

"The food caravans are coming up short again," Administrator Balton sneered out the window, "If you can't keep that village in line, than I really should relieve you of duty."
Winten's heart raced, he could not bring himself to speak up however. He was terrified of being cast out of the capitol or, worse, killed.
"Why is it," Balton scowled as he turned to face the sheepish Winten, "That you have increased the food tax and yet the incoming food supply has only decreased?"
The young noble's mouth was dry, "Maybe they don't have the... the food to give?"
Balton laughed venomously, "No, no. You don't seem to understand. These peasants, so afraid of us and our power, that they think it is in their best interest to defy us," The administrator saw in Winten's face uncertainty and a need for convincing yet still.
"They are all afraid of authority. Afraid of following rules, even if those rules are what keep enough order in this society to save them from the throes of anarchy. If we allowed it, they would fall into the same trap that FringeTown did. Little do they know that we are saving them from themselves."
"But..." Winten began, but could not find the words to argue.
"They think that they can starve us out. They will greedily hide away the food we desperately need to continue maintaining these children. We know what is better for them however."
Balton was absorbed with examining his filed nails at the end of his balled fist, "You will inform the Enforcers at the village to demonstrate to these greedy little piglets what we think of their plot."
Winten winced visibly, "I... I don't know," he said pitifully as he shrank back.
Balton narrowed his eyes and took a thunderous step forward and seized his subordinate by the front of his tunic, "Do not let these pathetic worms push you around. Do as I say, you wretch. If you cannot keep the peasants in line as they need to be, than I can see to it that you join them."
With that, he savagely hurled Winten to the floor.
"Understand?"
Winten's breath was shallow, his heart racing in panic. "I... Yes, of course."
"See to it," Balton turned with a flourish and marched out the door.
Winten's heart raced, he could not bring himself to speak up however. He was terrified of being cast out of the capitol or, worse, killed.

I think he means titles for the name instead of character names.
If this tower is so enormous that it reaches high into the sky, you could call it something like 'Path to the Heavens' It could be taken as both metaphorically and literally. They are scaling this tower for some reward, I imagine, and they are also literally scaling into the heavens.

I expect the majority of the knight population would have be rehabilitated, with a elite selection being allowed to keep their humanity for the sake of leadership. Making sure that they are trust worthy (Not above abusing their position of authority but unlikely to turn against the Slayer King)
I'm not sure that the Slayer King has any real personal advisors. I imagine that he he has a real trust problem, and thus will rarely listen to anything but where his Id is pointing him.
Character suggestion: A noble from the pre-war era who caved into the Slayer King in order to survive. He is not malicious or scheming, but very meek and cowardly. He is maintaining the Capitol for the Slayer King, but basically allows the magistrate directly involved with him to bully him into detrimental decisions. This character would basically change because of your interaction with his life, and he would grow into a decisive leader driven by conviction by the end of the game. I think I'd name him something like 'Winten'

Feel free to dream up your own world building stuff in parallel. We can go through each others stuff and see what we mutually like and find what fits best.
I definitely see that element to FringeTown. Though I see it also having a vibe like the town of Reno from Fallout 2. The people there weren't outright hostile, but they also had no moral inhibitions or structure that they were basically wasting away on vice. They wouldn't hesitate to take advantage of you but they weren't really doing anything active with their lives besides numbing themselves out either.
Something I'm thinking about at the moment: The heroes may not be the only ones going to the ruined city to look for useful tools or relics. I am wondering if the Slayer King has some Salvagers trying to gather materials. Resources are probably becoming progressively smaller, and thus cannibalizing the cities he's destroyed for them may become necessary.
Another thing I am trying to figure out, the Administrators. Are they part of a upper class treated with privileges, or are they more an elite few who managed to get into management positions? I've leaned more towards the latter, but I'm trying to think of what they do particularly to exploit those beneath them.

The outline is pretty solid. We are still lacking spine plot points in the Farming Community and Capitol City, though I don't know if we need every location to tie into the main progression. (It might be nice, though.)
Orochi: I still don't really see the symbolism with the Bell, Book and candle working that well. Being 'Excommunicated' from sins doesn't really make any sense. Being excluded from an organization is different from being absolved of crimes.
I like how random and trivial these items are for the purposes of the Fisher King's eccentric fetch quest, but in terms of subtext it just sounds like navel gazing.
The names are all up in the air. Most everything is a place holder until we have the game fleshed out enough that we can settle.
Also: I'd still like to know if you guys would rather I post short written scenes I toy with to try and invent characters, or if you'd prefer summaries and pitches for characters I come up with privately.
