If you return to Cornelia after getting access to the airship, Cid will be at the docks, and he will offer to take you to Lindblum. When you arrive at the North Lindblum Dock, he's not there anymore.

I can't seem to use abilities with characters inflicted with Blind status. Blind seems to have the effects of Mute, too.
The RPGMaker engine seems to only be capable of displaying one status at a time, good or bad, so it could be that you are being blinded and muted at the same time. To test this, use eye drops the next time this happens. If that fixes everything, the bug is happening exactly as you say. If you now show as being muted, then there was no bug.
That's the thing; I had already tried it before I posted, just to make sure. Sure enough, it was just the Blind effect. Further tests seem to indicate that Blind possesses the qualities of Slow, as well.

Congratulations on the featured game, UPRC. This truly is a game that deserves it.

By the way, Bosche's description says that he can "locate usually unseen treasures and hidden secrets", but are there really any hidden treasures and/or secrets that you can't find without him? How does that work, anyway? Do you just need him in your active party, does he need a special ability or item, or what?

Also, I forgot who wants the Shiva Figurine, and I don't really feel like going through 30-35 towns and 5-10 small outposts to find out. If anyone remembers who it is, I'd appreciate the answer.

Falgabard Port's weapon shop sells armor.

There's a red dragoon in Mount Branch as Hans who won't talk to you.
There's also a green-armored soldier in Lindblum Castle who doesn't say anything. He appears in the throne room after one of the plot events, though I can't remember which. I think there are also a couple of other NPCs who don't say anything scattered around the world, so I'll mention them if I come across them.

It's definitely in the desert further from Hillsdale, and it's a random battle. It shouldn't take more than a minute or two to find.

Also, this game is better than all of the Final Fantasies I've played (even IV and VI, the two that this one drew the most inspiration from), and most RPGs, for that matter.
Isn't that kind of offensive (might not be) to compare this game to the actual FFs? I mean there are a lot of things this game has over all of them in general but to compare it to FFIV/FFVI is to say like SMRPG:SS is better than every Mario game ever made.
I don't really see how anyone could see it as "offensive" that I think that way. Then again, I consider it slightly offensive (not really, just suprising) that you would consider SMRPG:SS and this game on the same level. SS was decent, but they are nowhere near the same, as Super Mario RPG: Legend of the Seven Stars is clearly the best Mario game ever. This all just goes to show the futility of arguing personal opinions.
I didn't put this game at the same level as SMRPG:SS. I compared your comment to it by saying what I said.
Well, making a comparison like that is implying that the two fangames are both on the same level of quality compared to the official games of the series. If that's your opinion, then fine, I won't bother arguing against it. What I'm saying is, just because it's a fangame doesn't mean it can't possibly outshine the series it emulates. I think a few of the Final Fantasy titles were very good, but I still think this game is better than most official FFs, most especially those dreadful recent ones. Even seeing muted commercials for them nearly makes me grit my teeth in tortured agony.

Anyway, to move on from trivial arguing, I'm about to go venture into that cave beyond the barrier in Mt. Koltz, so... I'll just get around to finally doing that after running about ten errands for the venerable Gran.
