No music in some games.

Could just be your sound card or MIDI system isn't able to process the MIDIs used in certain games. MIDI quality depends on the computer on which they are run, so sometimes they sound strange or don't play at all.
Question about which RPGM to use
I've never used 2k3, but the one thing it'll offer you is a plethora of resources ready to use with a few clicks. You can blow up graphics in any image editor, even Paint, and arrange them for use with VX, but this takes a bit more effort. However, it's been done before, and it looks great. You can effectively achieve a 2k(3) look in VX with some effort.
Also, good RTP music, but there are better sources of music and you can even rip 2k3's RTP if you're so inclined. Either way, RMVX's RTP tracks blow chunks.

Remember, though, you don't have to be good at coding to take advantage of that feature! Plenty of people write scripts you can paste into your game that enhance it in some way, and these are usually free for anyone to use.
Don't know about VX, but XP requires you to pay $60. Also a consideration. If you're a good programmer XP also lets you mess with the code for all the game systems, although if you're happy with the default battle systems then that's not an issue.

What the hell happened to rmvx.gameclover.com? They just stopped posting daily like a month ago and haven't given any reason for it.
