Development

The game was first unveiled in 2007, under the code name Naruto PS3 Project. Namco Bandai thought the title would include Ultimate Ninja but they asked the fans to get a good name for the game. In April 2008 the game was officially named Naruto: Ultimate Ninja Storm, in junction with this, the developers allowed fans to choose the final front cover out of a possible six.

Hiroshi Matsuyama, one of the creators of the game, comments the staff wanted to try and remove the borderline between an anime and actual gameplay. They wanted to reach an effect where people actually look at the scenes from the anime rather than a game. The core concept of the game is that of a one on one battle. Though the the storylines from the game are based on the first 135 episodes of the anime series, the producers picked out the key areas within the 135, so that it forms a line across from the first to the 135th.

A playable demo of the game was released on Sony's PlayStation Network on July 17, 2008. Only Naruto Uzumaki and Kakashi Hatake are playable and included just one fighting arena. The trailer for the game shown at the Tokyo Game Show confirmed the game will come out in November of 2008.

Gameplay

Ultimate Ninja Storm retains many of the gameplay elements from earlier installments of the Ultimate Ninja series. It features cel-shaded graphics that "will break the barrier between anime and video game". The game features 25 playable characters and 10 support characters. There will be no online play, but downloadable content will be available after the game's release. Unlike previous games, where players fight on a two-dimensional background, Ultimate Ninja Storm will allow players to fight on a completely three dimensional setting. The story mode loosely covers events from the start of the series to the end of the Sasuke Retrieval arc. Between missions players will be able to explore the Hidden Leaf Village, which acts as a central hub for selecting additional missions.

New features to the series introduced in Ultimate Ninja Storm include "Awakening Mode", a transformation that can be activated when a player has a set amount of health remaining. The amount of health remaining differs for each character with stronger Awakening Modes requiring the player to have less health than others. Once activated, the player gains new abilities, speed and stronger attacks. Players will also be able to customize their character's jutsu, ultimate jutsu, and what support characters they have in battle mode. Returning to the game from previous installments is "mash" mode, which is initiated if both players activate their special attack at the same time. During this "mash", both players will have to press the corresponding buttons as fast as possible in order to knock out their opponent.
