The fact that they single out those kids as black is racism. Being black certainly isn't the reason for their situation. Race is arbitrary. Maybe the material is too hard, difficult times at home, not enough study time, etc. When they use race as being the most important factor in fixing those drop out rates, that is racism and it's also very lazy.
To be at equal footing, treat people as people instead of labeling them with race or color. If people keep worrying about race, then we'll never get equal footing for everyone.

Having the deciding factor based on race, is racism. I don't care how you justify it. Being white, black, yellow, brown, etc. is meaningless. Elevating your race is the same as lowering the race of another.
Gimme Boss Gimmicks
My favorite boss gimmick was the T-Rex fight from Chrono Trigger. The boss did a special that took 5 turns to finish. You got to do a shit ton damage during those turns and live through the attack. I loved it so much I emulated it in my old old games.

While it's segregation we're accustomed to, it's definitely racism. They point out these kids as black and they're going to accomodate them as being black. It's as if the most important factor in their dropping out is because they're black! Whatever the goal they want to accomplish, I believe they are better off without this. Racism is evil no matter how dressed up it is.

In Europe and Asia, most businessmen know at least 3 languages. When dealing with Americans I'm sure English is the unofficial language of commerce, I'm not sure about other situations, but if it is it'd be strange that business men want to learn 3 or more languages.
I'm willing to bet at least one of them is French. Besides English, it's probably the most widespread language. (I hope no one confuses this with the most spoken language which is Chinese. >.>)
