While I agree with your concern about harnessing the power of the river, I must tell you we currently have enough water to survive six months if we were cut off from it. I also have some schematics for a piping system so we could get water from the river in times of crisis, we just need some piping.
I fear I am talking out of turn here, I hope no one minds

The river is going to be our most important resource, bar none. Securing a section of it should be one of our objectives.
Edit: No problem, Mr. Gonzales, but just be aware, if we don't make the river a priority, consider what could happen if, as we're running low on supplies, we're somehow cut off from it, or if something happens to our supply before we've managed to secure the river. Also, pipes can break.

So...uh.... We lost our scout due to technical difficulties! we have an open spot again, which is not so good, considering scout plays a fairly important role... Anyone interested in changing? if not I have an idea for a back up plan, I'm just asking because compared to the scout, some characters, mostly the craftsman (No offense Piano) Was more of a throw together
If everyone's content though, back up plan it shall be!

JJJ7 is having computer troubles and is unable to continue.
Not that they aren't important, it's just I kind of threw the character together when I ran out of ideas at the time, although what you can do is important.

Well, that sucks. Well, I'm guessing this game plays like a typical world building strategy type game. If that's the case, we're going to need scouts.
Wait a minute...does that mean building houses increases the population?

Well darn. That's unfortunate.
I'd suggest we wait a short while and see if anyone else signs up in JJJ7's stead. You could maybe make a Status or post it in the "What are you thinking about" thread, SuNa. If nobody reacts, I guess we'll have to resort to the backup plan...

No, it just gives the option to get more people.
Population increases through the following ways:
Rescuing people
conquering other settlements and/or "barbarian" settlements
good old mother nature.
However houses are needed to well, house these people.

While we wait a bit longer to see if anyone signs up, I would like if everyone decided what was being built
Also if anyone was taking anything out of the supply list.

Nothing reveals Humanity so well as the games it plays. A game of betrayal, where the most suspicious person is brutally murdered? How savage.

General Alastair Barret Carlisle:
I suggest we start by building a forestry, mine and some barracks for my units. I will need to start building an army as soon as humanly possible in order to best defend ourselves against the gravewalkers.

(Seeing we'll have enough metal and people left for a quarry, shall we throw it in the queue after the barracks as well? Or do we wait until we have more people?)
(Also, I'm getting banished vibes from this game, which is a good thing.)
(We still need to find seeds of some sort.)

(Suna, where do we find seeds? IRL, we get them from the fruits and vegetables we eat, but that might not be feasible in a world where we have to stockpile food and defend it from a horde of the undead...we have to defend our hoard from the horde. Words are fun. Some seeds can survive the canning process, but that's only occasionally.)
(Jeroen, your avi is totally awesome, but just saying, it makes you seem perpetually annoyed.)

Let me introduce the back up plan!
Since we lost our scout, the council now has control over a band of scouts who you order to do one of the three following things:
1. Search: find and bring back supplies
2. Focused search: concentrate the effort into find a specified supply
3. Wait: do nothing

Xavier M. Naechum:
Foresty, Mine, Barracks it is.
Just making sure it builds these one at a time, correct?
I'd say the scouts should 1. Search

I shall place my votes as follows: The forestry should be built within the shortest term possible. Wood can then be utilized to construct other buildings as well as extend the wall to enclose part of the river, as Mr. Golden suggested. The quarry should have priority over the mine, since we do not yet know where to find metal or other mineral resources.
A strong military defense is indispensible at this point, so barracks and perhaps even defense towers should be on our list soon as well.
In the meantime, we should agree on sending the scouts into the forest North of our Settlement (search), in order to search for sources of food and supplies, and to investigate possible dangers.
Also, we should consider using the time to increase our supply of tools, such as shovels, axes, picks and the like. Mr. Golden and Mr. Naechum, can you take responsibility for this?

(Changed it. It's perfect now. It's both fire emblem AND a general. It fits two forum games at once!)
General Alastair Barret Carlisle:
I believe that for now, it would be more beneficial to have our scouts focus their efforts on finding seeds. We cannot wait long with starting a farm.
Xavier M. Naechum:
You make a good point about not knowing where we could get mineral, Jonathan.
So, we should build a forestry while our scouts search north of the settlement for seeds. Though I ask, will the scouts be armed? I should think they would have some way to defend themselves out there, especially if they run into any walking corpses.
Creating tools is not my thing, that'd be Obadiah's line of work. I just design and oversee the construction of buildings.
Speaking of, where shall we put this forestry? I'd say across from the entrance to the settlement, next to the tree line there. Also, the quarry... it'd be easier to mine out nearer the river, but we might jut get clay instead of stone, or both. I' say clay could be used to create bricks for improved housing. So perhaps in between the road, forest, and river?
