I will work on finding where best to mine is, and yes Mr.Xavier, they have weapons for defense, and there are few zombies or ne'er do wells in the area so they should be perfectly fine going out.

They're all over the country and there's usually one in quick driving distance of a post office. Not only that, but hardware stores and small grocers often sell seed packs. Suppose our scouts could find one of these stockpiles in the wastelands?)

Potentially, but due to the large amount of zombies and desperate survivors in the cities it would be pretty dangerous, that's why the settlement is in the middle of nowhere practically (Some of knowledge your characters know)

The sun rises up and noises fill the tents as people start to stir. However, five people are already up and eating breakfast. The council members had gotten up half an hour before first sunlight. After breakfast Mr.Gonzalez shows up and the second Council meeting starts.

Hey everyone! We will get on with the meeting soon, but we have a bit of a problem. Late yesterday afternoon, some guards found a tent extremely close to the settlement. There were three people there, two males and one female. The guards invited them in, but when they went to search the tent for weapons after searching the people, one of the males got very aggressive. The guards left them alone, but they haven't left yet. So it is up to you guys to figure out what to do with them. I figure it would be best to start with this this morning.

Well, I'm not surprised he got aggressive. From the way you described the event, it doesn't sound like they consented to the search! We probably just stepped on their toes.
We should send someone to clarify we didn't mean to intrude. Whether or not they should be here is meaningless right now - being bullies is only going to make them resist.

Searching people who are to enter the settlement are always searched for anything that could harm the colony. It is standard procedure. Although I suppose I could talk to them.

Okay, having given this some little bit of thought, if people want to enter the settlement, simply tell them that they have to submit to a search before entering. That way it's their choice and not ours.
Try to think like a government. If they want to come in, they have to be searched, unless they want to stay outside, they have no alternative, but structure it so that they feel like they have a measure of power over their fates. Give them the illusion of authority. Give them the right to reject a search, but make it mandatory if they want to enter your world.

We should consider the possibility that they refuse to enter our village. What if they mean harm? They could prove a great security risk.
If there is a way to peacefully have them consent to the search, that is what we should do, but the search must happen even if they do not consent.

For the time being, we could put them under watch until we have an established protocol. I mean, just saying. We wouldn't want to establish a bad reputation with potential future settlers. Yeah, they could be a threat, so let's set up our defenses.
