I don't think the steal ability will make a huge difference unless they can literally copy a role.
if the lightning man is dead, and the guy who can cancel votes is alive and hasn't used any bombs, then scumteam can effectively control the lynch two days early.
at 4 town 2 scum, they can nullify two votes and force a nolynch. the next day, at 3 town 2 scum, they can nullify 1 vote and force a no lynch again. then they win.
if the dragon adder dude is alive and the lightning guy is dead, then they can do this when there are 6 town alive with three scum.

I'm also considering on making it possible for the Town Roles to communicate with each other, being more of an "anti-mafia" than just scattered roles by tradition. It could potentially create situations where town could misidentify the roles as mafia for helping each other too much, leading into an exciting game imo.
When I think about it, that actually could be the case. 'Cause like, if a town-role is defending against their known partner and that partner gets lynched and flips town-role, then they've essentially given their role away to mafia which will probably lead to a double-kill during the night phase; quickly leading to the the Hero's destruction. Yeah, I'm going to keep them scattered.
I'm starting to think about the viability of having two opposing seer roles. If one seer can report and the "fake seer" can make another report, it essentially makes the role as a whole useless until there is a death of either one.
In that regard, I'm tempted to toss out the Goodybag role in place of something else. Anyone have any ideas for a role that would support mafia?
There is one anti-seer role called the sorcerer. They pick a player each night and the moderator tells them if their target is the seer. They are mafia aligned.

It turns a power role into vanilla town. In addition to having a bunch of power roles, scum can also eliminate power roles from town in addition to the NK.
I assumed that the stealing thing could only be done once.
Also, if you want to make your game REAL cool (imo)... run a 'closed' games, where all the roles aren't announced beforehand. If/when I run a game again I will make it closed. Not knowing all the roles makes the game feel less like sudoku. obviously you can't ask for your setup to be looked at and then have the game be closed though cause everyone will know everything anyway.

Thanks, I'll think what to do to balance it without usual seer/doctor roles. Probably making a publicly known neutral, adding Ax some better skill and nerfing Pancho. Maybe doing him an assassin. Ax should have some counter-scum skill, maybe making him a mad seer, who sees vanilla towns as scum too.

Seeing that I have no urge, or reason to run a Mafia game myself, here's an idea.
Infiltrator Mafia.
A group of Infiltrators have worked their way into the Mafia. The Mafia needs to eliminate them, and quickly. If they don't, their Kingpin will be killed.
In this game, Mafia are the equivalent to Town, having a majority lynch vote at the the end of each Day Phase. Among them are two jobs: Bodyguard, and Informant. The Bodyguard is the equivalent of the Doctor, preventing people from being killed, and the Informant works as a seer, checking who is Mafia, and who isn't. The Informant has another special power: They can send a single anonymous PM to another Mafia, and only once.
The Infiltrators, are the equivalent of the Mafia in usual games. However, they're different in the fact that they have no ability to kill during the night phase, excluding the Betrayer. There are three Infiltrators, with two having special roles.
The first Infiltrator Role is the Betrayer. A former member of the Mafia, the Betrayer has the ability of a single night kill, with the price of revealing their own identity. The second role is the Charismatic Liar, who has two powers, similar to the Informant. The Charismatic Liar can send an anonymous PM, but only once, similar to the Informant. Their second ability is to, and only once, make a Mafia appear to be an Infiltrator. The two most important bits of information are that the Infiltrators cannot kill, excluding the Betrayer, and they win, not by killing the Mafia, but by surviving four nights. If they achieve this goal, the Kingpin is found dead, and the Mafia is arrested.
By the way, if this idea has already been posted by someone else, in at least a similar form, then I apologize, as I have not read through the majority of the comments on this topic.

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

We definitely need to ban XoeIsCooI from joining mafia games for the indefinite future.
We're over four days into this game and s/he still hasn't even opened the original role PM. If my memory is correct, Xoe has joined the last seven games, and been modkilled in six of those. Three times for breaking the rules and three times for inactivity.
We might just want to ban anyone who gets modkilled or drops out of a game. It has an extremely negative effect on game balance and often ruins games when people get themselves modkilled, especially if multiple people do so in the same game. It makes the game outcome feel like it's getting decided by bullshit or by the moderator, instead of by people's cleverness. These bans don't need to be permanent, two months would be long enough to strongly discourage it, but possibly make it longer or permanent for repeat offenders.

Let's say you were looking forward to a game, and you accidentally edited your posts once or twice. You'd die then be banned from playing for months, that isn't fair.

I kinda feel bad for Xoe not being able to post from health issues. It sucks for every game Xoe is in, but, on the other hand, he/she/it/they/whatever needs to be able to post in order to play these things.

My thoughts are along the lines of getting replacements (ie: extra sign-ups that wait in the wings for those that drop), but... I dunno. If you can't get online for some reason, it sucks for you, but it sucks far worse for everyone else in the game. I'd rather prevent one person from joining the game in the first place than prevent a dozen people from enjoying it. The person who's banned has thousands of single-player games on RMN to play; the other people left in the ruined mafia game are stuck there in a shitty situation because one person was selfish.
I do realize that some problems are temporary, which is why the first time it happens I think it should only be a short ban of a couple months.

I'm of the opinion that if it's apparent that by day 1 they're not playing, replace them (if possible) or remove em. A sign of this being not opening their role PM and having no posts.

If it's a 1 time problem, it shouldn't be a ban! I think maybe a month ban if you are modkilled 3 games in a row is fair.

One time is already too many. Removing even a single player ruins the game for everyone else. If someone thinks there's even the slightest chance they might not be able to play properly they SHOULD NOT SIGN UP. If you are caught signing up in that situation then I have zero fucking tolerance.
I say this from a standpoint of being on the verge of having to cancel my own game that's currently in progress due to modkills and dropouts. This is something that I want to make sure never, ever happens again. I would rather ban all mafia games from the forums forever than have a single game cancelled while it's in progress.

I'm agreeing with everyone, but I'm kind of agreeing with LockeZ more. I was literally dying and had to be hospitalized two weeks, and I still managed to be around and let Blob know I was too sick for the stress of a mafia game.

Well, yeah, that's fair, but when you have to ask to be modkilled, or let them know, you shouldn't get a ban!
