That is assuming RATED-RKOFRANKLIN released his stuff with one of the Creative Commons license, which as far as we know he has made no mention of. Copyright, which is ownership over an article, and applicable usage of copyrighted materials are entirely different.

Touche. But doesn't the country's constitution define what the legality is, to begin with? I mean in some countries you are forced to have a license while in other countries such as America, it's only limited to commercial usage. So I guess depending on the country it could be unconstitutional.
Variations in copyright laws by country, not necessarily related to a country's constitution. If all else fails, the UN is there. I'm not well versed in copyright laws, but a country's constitution probably has better stuff to worry about.
Speaking of which, which country's copyright laws are RPG Maker programs governed under?
Japan's copyright laws will apply as the programs were manufactured in Japan by companies based in Japan, I'm guessing.

Pictures will appear below the DBS scene when drawn, so pictures for gauges will not work for you. As well, common event processing will halt during battles other than ones specifically called from within the battle, so looped battle animations via common events is not a possibility.
This leaves gauges drawn directly in the battle background. It's the most annoying, but also probably the only possible method. =x
