Games you hate or dislike?
I heard several people claim that CoD: Modern Warfare is the best part in the series - might be because of that wham event happening in the middle of it (not gonna spoil it just in case)
I also dislike gun obsession in general - I accept them being effective weapons, but people claim that grazing someone with a pistol should make the target instantly explode into a shower of guts.

I have called kentona Mr. Anderson before. I think most of us have because the combination of of his user title and the obvious Matrix reference makes it difficult to resist.
But I mean you're an internet videogame forum moderator. It's such an inherently absurd piece of fake social power. If that position deserves any kind of honorific it's the sarcastic, condescending kind! I'm now going to start adding ridiculous honorifics to all moderators' names every time I refer to them.

I was thinking you had to save n into a variable and couldn't reuse it in the event.
Next up is another fairly easy task: Code a functional Lens of Truth.
Here's what the Lens of Truth does:
-While equipped, your magic drains at a constant rate. If you're out of it, it's unusable.
-The Lens lets you see through illusionary walls and see invisible objects - mind you that illusionary walls can still be passed through without a lens.
-(optional) A border forms around the edge of the screen that makes it visible.
-It is an item, not a skill.

Psychological effects will cause people to defend more.
When it's easier to calculate the amount of damage it'll take to kill you, you feel more tactical, more willing to play defensively or use items to heal.
This is the default operation during any boss fight or tactical rpg - as long as you keep turtling, there's no risk of overextending or taking too much damage from an attack. If anything, more RPGs need to encourage aggressive or risky manuevers.

Cardfight: Vanguard
It takes away all the corniness, cheesiness and bad tactics from Yugioh and leaves only awesome:
-The game is actually tailored towards a showdown between two boss monsters (the Vanguards), while still leaving room for auxillary units (Rearguards)
-Skilled play is actually relevant in the anime, as is proper deckbuilding - one episode simultaneously shows how bad it is to have too many Grade 3s (you need lower grades to actually get them out) and not having any at all (as lower grades are stomped by them if played properly). One episode even has two people reflect on a round after playing.
-"Final Turn!" is extremely badass, much moreso than "Shining Draw!". This is even one-upped, as

It basically does the exact opposite of Cardfight: Vanguard - it's even more cheesy and hammy than Yugioh, contains lots of funny interactions and parodies some silly card game interactions. One of the best parts is a parody of the Duelist Kingdom arc, where players had to collect 50 tokens to enter a tournament, which you have to earn one by one, starting at 1. The main character got up to 49, at which point he starts losing until he's back to the start - the other contestants made a poster of his deck and wrote down all of his plays as he never changed the deck as it was a gift. After he finally gets himself to play different decks, he got the 50 together.

Paper Mario keeps numbers even lower, but I rarely bother with status effects and debuffs when playing that game. I don't see why low numbers would change the tactics either. How does you having 1,000 hp and enemies doing 300 damage a hit differ from you having 10 hp and enemies dealing 3 points of damage? Perhaps there could be a psychological effect going on, but I doubt this alone will get players to use up turns for defense.
Higher numbers are more useful for fine-tuning stats: If I have a monster with 10 HP and 3 Damage and deem it to be overpowered, making it 10 HP/2 Dam can easily make it too weak. But I can have a lighter nerf when it's 100 HP/30 Dam, as I can reduce the damage from 30 to 25.
Interestingly, Pokémon also starts with very low numbers, even if you won't start on Level 1 - Pokémon on that level can have 11-16 HP and 4-11 on their base stats at most. It goes up to 714 HP and 614 base stats at Level 100 (theoretically, the stat cap for base stats is 669, but no Pokémon has a 255 base in a non-HP stat). And Shuckle can do enough damage to kill Yiazmat four times over.
Arbitrary damage cap
So the damage cap is balanced in Chrono Trigger by making it near-unobtainable? That doesn't seem like a strong argument for damage caps. In fact, it's never a real example of a thing "done well" if its being only diminished (as that insinuates that it would be even better if removed entirely). Most games have a damage cap in so far that there's a finite of ways to improve your damage output, which means the game doesn't give you any tools to boost your damage further than that.

1) I don't understand how you mean this.
2+3) This is best handled by making players learn skills from a map event - Make a conditional branch if the actor knows Skill D/F - If she knows D, make it possible to learn C - If she knows F, bar her from learning E.
It would help if I knew how skills are learned in your game - the class section already allows you to make actors only learn certain skills by level-up.
