You absolutely can use the event-commands of Show Picture and/or Show Message. It might largely depend on what you want as your opening (as putting the player in control as fast as possible is largely preferred), but, you can set the initial party position on an empty map, and have an empty party as well.
After the thing is done, you can set the party to where you want it to be, and use a Map Transfer to the first dungeon. Or first town. Whatever makes the most sense for your narrative.

Here, we move to Crag the Hack. A hero that held the Head of Legion was behind a Blue Key Guard. I couldn't Dimension Door to that hero, and I had a hell of a time finding the appropriate Keymaster's Tent. Turns out said Keymaster's Tent was near my starting town, and I just ignored it because it was behind a Quest Guard? Welp!
Well, as long as I crush some heads, I'm game!

...is there some future for a guide of this great game?
RPG Maker games generally don't get guides. Though, the option to write one yourself is an option. Given unity's posts above, you have a basis of knowledge of this game's secrets that others might not have access to, or straight-up getting the Word of God on certain matters.
Might and Magic TsuK - Gates to Other Worlds
thedarkdreamer has made some edits to the game using RPG Maker 2000 Value. From what they've told me, and by playing/observing it myself, the changes are minimal. However, they include text-fixes in regards to some database entries, and combat log output. They also decided to throw in a logo that matches my Dark Sakura avatar to replace the default logo when the game boots.
I've now included their compilation among with the other downloads. I'm also somewhat considering giving them an "other" position on this gamepage so that they can share somewhat in what MakerScore this game provides as a thanks and show for their support to this game.

What Videogames Are You Playing Right Now?
So, I decided to see if I could find a way to speed up acquiring Special Techniques in Legend of Mana. From what I've read, the game keeps track of a set of variables that increment based on the weapon and skills equipped. Then, once they reach a certain value, the player learns various Techs.
Of course, the values in question aren't accessible to the player. However, I've read that the possible values for these variables lie between 0 and 100. The fact that the value is probably stored as one byte of data means there's a lot of potential values to look at. That, and the current value for these variables are not necessarily known. On the bright side, I know by how much they can increase, so, that can limit the field of possibility by a touch.
*Edit: For what it's worth, I thought I had discovered something with Cheat Engine, but, was not learning the Tech I wanted to learn. I just discovered that I misread the Tech requirements, though, so, maybe there's still hope that I actually found the variables I was looking for.

The thumb tag is pretty fickle, and I'm not sure if I've seen it work with anything that isn't a file in a user's locker.
As to the actual question posed, I'm not really sure. The command seems to check out, but, if the boat isn't where it should be, perhaps some tracking as to where it actually is might be in order. Which might look like...
...this to print the variables in question into the console. Though, I also have to question if the map transitions are as they should be at each water level. Who knows? Maybe the player is always entering the map where the water level is 0, even if the boat is where it's supposed to be?
*Edit: For what it's worth, I did exactly one dungeon where the player had to manipulate the water level to advance. As I recall, I only allowed players to move it in one direction, and still had to test the hell out of the map transitions to ensure that players where being taken to the correct maps.
Also, for what's it's worth, I never did that again. XD
