Generica - [RMVX..?]
Having four PCs with three classes has a certain appeal. If each class has enough options, you wouldn't be able to get use ALL skills that immediately benefit that class. You would have an option of having an extra character to explore one of the classes more thoroughly. You could have one scholar devoted to black magic and another devoted to white magic. You could have a extra rogue character to increase the number of outside battle skills you have access to (Which probably equals more and easier access to loot.) Or, you could just nab an extra musclebrained fighter that would help make combat easier on you. It's a lot of friendly options.
Of course, since class would only effect how easily a character excels in a particular area, any class could pursue any skill set still (perhaps to a limit, but I imagine the only real limitation would be the cost to learn skills and advance in a set attribute). It's still EFFECTIVELY a blank slate, but gives character a bonus for playing a specific role. You'd be able to teach your rogue black magic or your fighter how to pick locks.
Is there a reason that magic can't be learned from skill trees or is it just particular to this brainstorming session? Hinging your ability to learn a skill on your stats seems interesting, though I've never been particularly fond of having to BUY spells. But it does give an opportunity for having very keen loot to stumble upon and keeps the skill tree tidier. (Having a few million spells and having to invest into them particularly would probably be unreasonable.)
I like the concept of needing to have lore and deciphering skills to understand documents. It could make finding a riddle that leads to some loot more interesting and rewarding if you had invested in the skill.
Would enemies be visible on the overworld? I'd still be interested in seeing a Survivalist skill, that would effect walk speed and encounter rate on the overworld.
Is there a way to have a Chemist style skillset in RPG Maker? I always felt like that was kind of an under rated class. If one of the characters can use items more effectively than the others, it might make it more endurable to go without a faith magic type. Maybe have it where you need the item in your inventory in order to use a skillset related to that item? It would deplete a potion from the inventory when used, but would heal for double the amount or some such. That may be WAY too much work. Let me know how practical a Chemist skill is.
Any Bard or Dancer style 'Songs' are definitely a 'chance' affair.
All those numbers are moon man talk to me, but it looks attractive enough.

(How is magic acquired? Skill trees don't really work with my concepts in this brainstorming session.)
What I am thinking of is that you purchase Spellbooks that teach spells to whoever uses it, BUT you must have the appropriate Feat to be able to cast it. Spells can only be learned if you meet the prerequisites, and things to use as prerequisites could be Magic Power, Intellect, Lore, availible Feats, Level among other things.

Alright. It's just you said that you were only making this to 'get it out of your head' so it didn't sound like you were that enthused.
Apparently I mistook 'Work Department' for 'Apartment.' My mistake.

RPGs... or other games I should buy.
I get the impression you're after platformers and RPGs, so a few suggestions:
Genesis:
Dynamite Headdy
Gunstar Heroes
Earthworm Jim (Or on SNES)
Rocket Knight Adventures
Shinobi 3
Shining Force 1 or 2 (Probably way too expensive to be practical, but you never know.)
SNES:
Actraiser
Final Fantasies 2 and 3 (4 and 6)
Castlevania IV
Earthbound
Soul Blazer
Illusion of Gaia
Kirby
Demon's Crest
Contra III
Pocky and Rocky
Super Metroid

The NES game was so wildly inconsistant about her hair. She was green haired AND a brunnette. Then she went blonde for the rest of the game. Color limitations, and all that, but still. ODD.

Hey, Kentona? What's the Combo command supposed to do? It showed up in the Chapter 1 end boss fight, but when I tried using it, the game crashed.

Since you're not really putting your heart and soul into this, you may not actually want much criticism. Here it is if want it, though.
The opening monologue is promising (Maybe drags a bit because of the crawling text,) but I liked it. Though I'm having a hard time buying Carol as a detective. She gets scared by reading articles and coincidentally something is going on in the hotel? She doesn't seem like much of an investigator yet.
While you mention that this is an apartment here, this isn't very clear ingame. Some context seems to be missing.
The fear system is interesting. It may just be a glorified health meter but it is at least atmospheric.
It's pretty cool that you aren't just pasting Silent Hill songs onto the game.
Bugs:
When Adrian is talking about going upstairs 'Driving me nuts' is cut off.
While playing the game, the game because completely unplayable for me because I got stuck with a 'Through' status. I assume because I used the stool to jump over the wall in one room. I can't use events properly because of this.
Also: I can't seem to find what I need to do next in the game. Adrian died and I can't access anything but empty rooms. There's a locker downstairs that looks like it was busted open, but I can't do anything with it.

Considering I doubt ANYONE else has a 'weakened form,' I think having you drop to Zero Suit mode would be exceedingly lame.
I expect that it's just an alternate character. But time will tell.
