This seems really interesting! What are the details for the mini game submissions?
Mini-games should be arcade-esque. So, it would be strange to have one that uses the default battle system since I can't think of any turn based battle a la DW/DQ/FF at arcade unless you want to put a spin on a classic by making it use that system.
My mini-game, a Street Fighter II parody uses only events and commands like button x being pressed = kick but I'd love to see how creative people can get. I can only imagine what people could do with a Dragon's Lair parody.

Sounds interesting.
I can imagine what the arcade mini-games will be like but what about the simulation/management system? How will the "NPCs spend cash" idea be handled and presented?
The business sim management end of things is something I toyed with in my Dragon Warrior Tactics game. In it, you, a priest, own a temple and people come in asking for save, exp to next level, de-curse, remove poison, etc. In this game, you would post up behind the counter and kids would come in to play the game, bullshit with you, etc.
You'll have a catalog or ancient pc that you can use to view game prices, order cabinets for your arcade, and so forth.
and if you are feeling particularly squirrely, you can try to beat your customers' top scores and replace them with your initials ...
