To turn off the per-letter sound, use this in a script call:
$game_ats.letter_sound = false
$game_message.letter_sound = false
Then to re-enable the sound set them back to true.
As for wrapping in battle, I'm not sure. You'd have to ask modern algebra about that.

At the beginning of the event, set a variable to the current number of people in the party. Check if the value is different from that of a second variable, and if so set the second variable to the number of people in the party. Inside the branch that checks this put your dialogue for having 1 member. Inside the else case of that branch do your dialogue for 2 members. And so on and so forth.

Well what exactly do you want to happen with the dialogue? It wasn't 100% clear from your original post.

Just put all text inside conditional branches that check how many party members you have. You'll have repetition in the branches themselves, but it will only say the lines you want to show when you have X party members instead of saying the first line and then branching.
