It isn't crazy hard. The problems are more that it's a much heavier hit on the database than what is currently there. But what's currently there also sucks, so I'm not sure!

I agree that the BoF4 combo system would probably be too much and feel very shoe-horned. I should clarify in that I didn't mean you should take BoF4's battle system whole-sale. It's a different game, for sure.
But there are definitely fun ideas and interface decisions that they made that could lift this project up to its level. I think at the least you could break apart the turn order in some fashion, especially for command inputs. BoF2 used a very simplistic interface that could be cranked up without radically altering the underlying core.
I definitely think the characters should feel more unique than they originally did in BoF2. The idea of unique skills between them was good in BoF2, but you guys have the chance to go further with it.
A simple idea for a dragon system replacement, is to let Ryu transform and drain his AP as he maintains the form. Replace the genes from the BoF3 system with static dragon types. Give them actual elemental properties. I think even with that step, it would feel like more modern BoF. You don't have to pull out CRAZY new ideas for it, but just make it better than BoF2. Which is easy in this case. ^_^
As a small unrelated note, the dragon system in BoF1 is so freakin broken. At the end of the game it basically turns into "Turn into Agni, win".

I am so entirely against the idea of these "FB" moves. It's a mechanic that doesn't really fit anywhere in the Breath of Fire series. Not only that, but you would be gutting an absolutely pivotal ability for Ryu. His skillset is defined by his dragon abilities, so why on earth would you leave that to the whims of fate?
Some of those abilities sound good and should be baked into the system in better ways. Why not just give Bow a Steal command or skill? Are you planning on giving loot tables for the enemies to only be used by a certain character in random situations? That seems like a wasted effort for a possibly fun ability. BoF3 and 4 both had skills for stealing and that worked out quite well.
A large cut of the FB moves sound really hokey and overpowered. Spar's also sucks because DEM RAILS DONT SCALE.
