Yeah, they look fine. I've worked in dark atmosphere a lot, and those look pretty good, although you might want to make the lamps in the second one shine a little moreso.
Question
Yeah, it depends on if all files and the RTP are included with the game. If they are, you should be able to run the game without the need for RPG MAKER 2003 to be installed (because the game requires the RTP to run).

Yeaster: Pretty typical stuff for you (though by no means bad). That comic book-style idea of yours is still awesome.
nickad: Against a white background it's pretty dang dark, but I'm pretty sure it'll be brighter in game. (I was making a really really dark game way back when so I'd know.)

For me, it looks both really dark and really grey... I can't make out much except for HERE IS NOT-BLACK AND HERE IS BLACK.
Maybe make a giant black box and paste your images into that?

reiterating a little but yeah, it's not that visible right now, but it will be visible against a dark background and in motion. I bet it looks alright too.

I'm not sure if this topic should go here either... Maybe 'Game Design and Theory'? I'm not sure...
By custom model files do you mean custom graphics?
Also, is this one of the first games you've made? If it is, consider that we all need practice in order to move on to greater things.
Don't worry if your first game isn't marvelous or spectacular, or doesn't have original graphics and design. As long as you actually enjoyed making it, and obtain some knowledge on how to make games, or even with the system/engine you're using, so that you can make your next game as good as your previous one. Or even consider your previous one as practice.
Great things come with time and practice.

Blazing through FEAR, and I LOVE it. It is pretty much a combination of Half Life and Clock-Tower. Just when you're sneaking around hoping to score some easy stealth kills on the bad guys, that fucking red girl pops out and makes the brick shits fly.
Do you have F.E.A.R. on the PC? I do :).
