Also, I'm surprised there wasn't a No Griefing policy... I mean, you could assume that we'd all play nice but then again...

This seems like an excellent suggestion, given that the "setting" and "atmosphere" descriptions are somewhat redundant, and "atmosphere" is for completed games only, reinforcing the idea that it is for the overall presentation of the game in its entirety.
Setting is only where and possibly when a game takes place.
Since the community doesn't have the intelligence required to put their GOTY bias to one side when considering which games deserve the invididual category awards, we shouldn't bother with any categories beyond the following: "Best <Genre> Game", "Best <Genre> Demo", "Game of the Year" and "Demo of the Year".
This is why I have almost always abstained from voting in Misaos. I don't play anywhere near enough RM games to even remotely qualify as a learned source of opinion. I literally have only played Star Stealing Prince to a respectable amount in the last ~8 years.
I don't think its necessarily that we lack the intelligence (I imagine that was just a stab) but a lot of people in this community just don't play the games. Why do you think we have such a low amount of Reviews? There are certain people that play every game that comes out, and there are certain people who only play the really popular ones, and there are people like me who don't play shit. I only played Star Stealing Prince on a whim and was so impressed by it that I don't want to play any more games because they'll instantly be compared to it and likely not live up.
That being said, I don't think a year goes by that tons of people don't complain about Misaos. It's either how they are done and/or who wins; but invariably there will be complaining. Lots of it.

I was thinking there should be a few ways to be Notified by the Forum:
a) You should have the option as a thread creator to have all subsequent posts trigger a Notice
b) You should be able to subscribe to a thread, so you can see additional posts
c) The forum should notify you when someone uses the Reply button on a post you've made. This should definitely be something people can disable, though.
Plus anything else anyone can think of?

I think that this topic is pretty shitty, except for maybe Shinan's posts.
Preference d'Craze: when developers don't go down a fucking checklist, and instead design a game around the game's concept - so top feature: make your damn game and release it

This is pretty much the point I was getting at.
Make your game how your game has to be for it to be a game. Add the features you want, don't add the features you don't want. Don't feel pigeon-holed into using a Branching Story system just because they are popular now (even though most of these 'branching' systems don't actually branch, you just get a different response and then whoop back on to the rails.) Don't make a Save Anywhere feature if it will be abusable if you don't want people to abuse it, likewise don't feel the need to not use a Save Anywhere feature just because you want your game to be LOLHARD.
Just make your game and be fucking done with it.
as a side note about save anywhere features that I just thought of, I actually like savepoints because they REMIND me to save. I find with Save Anywhere menus I usually only remember to save every so often because I am usually plowing through the game and enjoying it. Then I hit a hard fight, or I let my restorative resources run out by accident and I am screwed because my last save was hours ago. Just a personal anecdote though.

I don't know about RM2k3 but I know in RMVX Ace you can stop EXP gain (even for specific characters)
To add additional stats in RM2k3 you'd need to use Variables to track them, and you'd need to use a lot of complex event scripting to make them useful or to do anything.
In RMXP, VX, and VXA you can add additional stats through the Scripting system. I don't know if any Scripts exist that do this already, though.
