Tsukihime's resource-checker is a thing I've used since I've found the thing for VX Ace games. I could swear I posted about an edit I made to it to allow it to capture even more things, well, somewhere!

Tsukihime's resource-checker(with a few edits) and create a self-extracting executable that has the necessary RTP files with it.
*Edit: Yes, a self-extracting executable would be produced via the Compress Data option.
