I think Luigi's Story was converted from a different file type and it depends on the user's codecs if they get the error. I am a bit worried that there might be 1 or 2 more songs that'll give you that error...

Try copying another song and replacing it. (You can put a back up of it somewhere else if you ever want to restore it.)

All these years I thought harmony.dll had something to do with folders...

I might include the dll on the website if it's a possible solution.
There's also a "Wait for BGM To Finish" condition in the event in question, so it'd make sense that it could compound an potential music based errors.

I'm sorry, there's not much I can do for you? It's just a little bit frustrating for me as a developer who can't figure out why a cutscene will work on one guy's computer and not another's considering this game is two years old and has been beaten plenty of times in that period.
However, if you want to give it another go, send me your save file. I'll do the part for you and save right after.
