I thought I'd give it a shot, given this is a featured game. I wasn't expecting much(especially after watching the opening). I spent around four days playing Revenge Of The Fallen, thus, I felt obligated to conduct a review.
Story
Utter trash. Clearly, a great amount of time and effort went into making this game. And yet the opening is uncreative, predictable, tired. Generic.
To be honest, even bothering to describe the plot in greater detail is a waste of my time, but this site has "rules", so I may as well.
In a nutshell: Megaman enjoys peace, but then robots attack. It turns out they are under Wily's control(oh really, now). Wily begins to dominate the world, using revived Robots formerly defeated. So, Dr Light sends Megaman out to stop him.
Were the developers trying to play it safe, or did they really hit-and-miss this badly? One thing is for certain; if players want to beat this game, it's not cause of the story. (I will admit, the ending is at least mediocre/below-average) Story 2/10
Gameplay
Spot-on. The weapons you gather(from defeating the Robot Masters) are all unique and balanced. This is a very solid, well-planned game design. My favorite was the spear, as it could be used as an attack or as a platform to jump on.
The levels were quite challenging. Again, these were very solid and well-planned. Air fans, magnets lifting you in all directions possible, even ice. Ice levels are much maligned, so I give credit to whoever made it enjoyable(albeit there was no actual snow level, but rather a segment). My only criticism; the spikes were a bit overused. And I disliked Magnet Man's stage for being excessively technical in its platforming; high rate of deaths, lazily-made spike rooms.
Enemies had the best variety I could have hoped for; big or small, quick or powerful, simple or complex. This is a somewhat difficult game, so you're likely to revive plenty of times, which is when enemy variety becomes crucial.
I have a high opinion about the gameplay. It is near-perfect. But since this is a fanmade variation of an original game, I feel it needs to do a bit more before it can achieve perfection. Gameplay 9.5/10
Music
It was pretty average. I understand that the stage themes are intentionally meant to sound like already-existing Robot Master themes, but it came across as unoriginal.
What was truly unacceptable were all the other themes. Rather than original soundtracks, Wily's fortresses consisted of remixes from past Megaman games. And the music used in the opening scenes of the game was a pretty poor choice, whilst still being an unoriginal theme. If the game has no(or so few) original soundtracks, how can I be expected to give the music a favorable rating? Well, at least it wasn't bad. Music 5/10
Overall
The artwork was impressive, I must also admit this. While Dr Wily's plan was highly generic, I felt the artist put great touch on the background scenes; a giant floating screen of Wily, elegantly colored city buildings, a bunch of night-sky backgrounds that looked pretty.
It's difficult to dislike Megaman: Revenge Of The Fallen. The levels are enjoyable, and the weapons are fun to use. This is simply an outstanding game. Unfortunately, the weak story/plot holds back its full potential. Overall 8/10

By the end of this review, the story went from "utter trash" to "weak". That's quite a difference.
The review itself is rather short and the ratings don't add up. Story, Gameplay and Music average to 16.5/30 or 5.5/10. It's weird to give it 9/10 overall then, and 4/5 (which is 8/10) as a second "overall" score.
Just saying: there's room for improvement in your writing reviews.

Nope. I'm the best reviewer this site has ever seen. I'm just that talented.
Good review. I'll take it. :D
As for the story, since the entire concept is a rehash of old robot masters and their stages, why bother rehashing with a new story? The point WAS that it was predictable and stale. Its like a tongue-in-cheek 'take that' to all cheap storylines of the NES Mega Mans. Not to be cruel or anything, but to point out how silly and absurd they were but still pay loving homage to them regardless.
The intent of the game is about the gameplay not so much the story. Its there to provide a framework, not the drive. :D
