Federal. Bundy claimed it belong to the State of Nevada and his evidence was unconvincing to the courts. It's not State land.

It's public land, and its usage is for grazing is gated by a fee that every other rancher has no problem paying.
100 years ago I might have said it was the rancher's land, and that would have been correct.
No, it wouldn't have been correct. You don't get to waive your hand and make it so. It's always been public land, for which ranchers were given permission to utilize for free for a time.
But unfortunately, none of these statements are correct, legally.
Legally it's public land, and legally the federal government regulates it and can change the rules. This was held up in court.
China, with all the permits necessary to REMOVE the desert tortoise by any means considered most expedient. That is what our wonderful BLM has done. Of course, they have to have possession first.

There's nothing wrong with an armor type being better. A character having access to the best armor is a part of their kit, often in lieu of other advantages.

Stumbled on an amusing bug.
Of course I solved it by comparing a destroyed node against adventuring party destinations and setting them to null, but I thought it was funny to see dudes do an about-face towards the opposite side of the map.
- When adventuring parties reach a waypoint, they recalculate the next waypoint towards their destination.
- These waypoints and destinations are stored as strings, referencing the node names.
- If their destination no longer exists when they are calculating their next waypoint, they cease to move and alert the player. But...
- But if a new node with the same name as the deleted destination is created before the next waypoint is calculated, then the adventuring party will pathfind towards the new node, never realizing their destination was ever deleted.
