It is a puzzle game, not an RPG. It just uses an RPG battle system.
Retro Game Challenge: The Best Thing Ever

Basically this is an attempt to mimic the early 80s experience of playing video games. On the bottom screen is you, as a little kid in the 80s, and on the top screen is the 80s video game you are playing. As you progress through the 80s games, time passes in-game, and new games are released. In-game magazines give you hints on getting through the hottest new titles, as well as hype for products that are in development (I.E. games you will unlock).
There are at least 6 full games included in Retro Game Challenge. These aren't throw-away minigames, but complete retro games. One of them, Guardia Quest, is full-fledged RPG that is as long as a classic Dragon Quest game! The other titles are: a Galaga clone, a Star Soldier clone, a Ninja Gaiden clone, and a top-down racer (think RC pro-am??).
This was a smash hit in Japan, and a sequel comes out later this year. The original title releases in North America on Feb. 10. I for one can't wait, especially for Guardia Quest.
