How's this? I'm thinking of hiding the actor name if number of icons exceed the space. And still trying to figure out how to create padded windows on top of the actor status window.

author=LouisCyphreYes, for status effects. That labeling thing is actually a really good idea. It could also save some space, since I have trouble finding a position for my command window (now it's just on top of the names..)
For this in particular, have you considered doing some minimizing? There's a large bit of negative space between the names and the gauges that doesn't need to be there, and you repeat "ATB" after each character's name when you can easily just label the top characters' bars and let the others infer by context. That's one of the advantages of having your statuses listed horizontally!
If that negative space is for status icons, consider right-aligning the names against the HP bars, and then right-aligning the status icons against the names.
I don't know how to align text to right side, and I'm also using bitmap fonts so dont know how complicated that would be. Thanks for the ideas.
