I'm Obadiah Golden. 'Fraid I don't have a title, leastwise nothing that'd impress you lot. I'm just good at making stuff and fighting. Don't see as how anybody's talking much about anything, so here's something to get the ball rolling:
We should take an inventory of everything we have before we start talking about doing this, that, and the other. We need to see what we have to work with. We need resources.

If you'll flip the page in your folders then you'll see a list of supplies. This is just some provisions to help you as you get settled in, the rest you'll have to scavenge, build, trade, and maybe something dubious to get.
(Updating OP. Just saying this was supposed to be done after the settlement location was decided but I suppose it doesn't make that much of a difference)

Little note, I don't have it in the supply list, but people will be at the settlement, with guns. I don't consider them supplies that's why they aren't on the list, I have some other things to add to the OP before it's done being edited, but those don't get added until the settlement location is picked.

North or south is going to be difficult. North, we'll have to come up with a consistent food source. South, we'll be fighting without weapons. I can make knives and swords. Also, with the batteries and bullets, we could probably pretty easily rig some improvised explosive devices, but those wouldn't go far. If we could find some steel pipes, we could make some pipe guns. The problem with that is that we only have 22 bullets. That's just not going to go far to defense.
I think our best immediate option for ranged weapons is crossbows. They're simple enough to make even for the non-craftsmen, making the ammunition is as easy as sharpening a pencil and is reusable. This is all if we go south.
If we go north, we'll have to ration our food for awhile until we could set up a supply line. My personal thought leans towards "Better underfed than dead." I say go north.

(It all depends on what the meaning of 22 bullets is in this game. If it means we can defend ourselves against 22 attacks, that is great, but if it means we have 22 actual bullets and use like 13 in every attack, then it's problematic.)
(It could also mean one bullet per zombie...which I suppose that could be 13 in every attack. Either way, supplemental range weapons don't seem like such a bad idea.)

Please excuse my lack of politeness. My name, you might have heard it before, is Jonathan Matthew Pierce McArmite, former Governor of Pennsylvania, and presidential candidate for... well, I imagine the party politics of the past bear little importance in the current situation.
Be that as it may, under the given circumstances it would be advisable to consult more experts on the subject before taking any rash decisions. Yet, the people expect us to present tangible results in short term, and we may not let them down. Therefore, we must take an informed action as soon as physically possible.

The morale of our people will suffer in a cold environment with food scarcity. Our population will also grow fastest if we have a constant supply of food.

I seem to have forgotten to mention; the area you are settling in has already got a barrier of sorts, just slapped together. It will offer some protection, but building a better wall as soon as possible would benefit the settlement. However I'm not about to send 130 people to go with you with nothing for protection, I'm not a monster.

I agree that our best choice now is to head south, we can deal with the zombies,
but the weather is something completly different, umpredictable and far more

Well, if everyone's decided, then south it is. You'll leave immediately, there is a car waiting for you outside. Good luck to you all, I hope to come see the place sometime in the future. Hopefully for a good reason, not a bad one. Though i somehow doubt it.
