I'm actually going to write a bit more on the ones I listed just to give people a better idea of what they're about, but they're all definitely some of the more quality games to come from RMN this year (that I've played at least).
Not saying that other games I've played are bad or anything like that, just that these ones really stuck out in my memory as ones I thought were pretty damn great.

I started picking apart my list of games I played this year to come up with more nominations. Luckily I remember at least playing and reviewing some 30 odd games at some point. Gotta go through my review list and see what's good for what. Liberty's gotta have some sort of record for playing games on this website. That was quite a list.

Does anyone really experienced in RM games really played Umbral Soul?
It's mediocre at best and I don't get all these 7(!) 5-star reviews.

I have. It was a decent 4 from me. Had some mapping issues here and there, a few spelling/grammar issues and I wasn't a fan of some of the characters, but it wasn't too bad. I could see someone harsher giving it a solid 3 or someone who really enjoyed the characters and story giving it a 5.

I'm genuinely curious about what qualifies to be added to this category? Because it's not really clear if it means a best game made with only RTP or if it means best made use of a RTP resource, even if it's in something that has no other RTP at all?
The Misao category is "Most RTP Game". This translates in my head as the game that uses the default resources of a particular engine more often than not. I don't think it necessarily means the best game made with those resources, or how well those resources are used. Though, it probably can't hurt?

The description of the event is: "The game that best uses the engine's default resources," so I'd say this award goes to whatever game makes the best use of the engine's RTP. Detailed mapping, tweaked animations, and clever use of sound effects and music all fall into RTP use.
It probably doesn't have to be 100% RTP, but a single token RTP resource in a game won't make the cut, either. Edited resources feels like a slightly grey area, but as long as it's still mostly RTP, then I think it still fits the category.
