I never play/don't play games based on reviews, because frankly everyone has different tastes.
The developer himself even says the first Act is the worst(being his first game) so that kinda puts me off too.

Fan Games -- The Golden Rule
GTA is a really open ended storyline with fluctuating characters.
Just like the FF games, not all of them are connected, only certain things are taken from each one and implemented into the next.
If a fangame is only loosely based on the world and characters, and for the most part is original, then I think it would be enjoyed by those who know about said material, and those who don't.
Its games (like Joseph said) that try to copy everything from the game/anime and then it just comes off bad.
Because besides curiosity, why would someone play a fan made game over the real thing?
