Game balance breaks my head

Well, I haven't played your game, so I'm just guessing; but, unless your skills are always free, you can't balance your game around the idea that the player will start every batlle debuffing everyone...that's the logic that difficulty hacks follow! It's a resource drain and it would become a chore in the long run.
I'm kind of ambivalent about such a an incredibly effective debuff...I mean: you're halving enemies' damage output! How can they counter it aside from immunieties or buffing themselves? But, hey, if it works for you. As I was saying, what you could do is give enemies a way to work around the debuff, as in, if they're affected by it, they'll add to their attack repertoire skills that don't require stats to be effective like status spells, fractional damage skills or skills with fixed damage (like cactuar's 1000 needles). You know, stats are good, but also give them tools!
I feel like I'm being too meddlesome, telling you "do this and do that", sorry if it comes out that way. I just saw your post and was interested in it, I enjoy the balancing part of game making.

I've been meaning to post my opinion on Luxaren for a while, and this event is a good excuse to actually do it.
Though, truth be told, I don't know if any of these games will even run on my older than dirt computer.

Luxaren Allure

I usually download games in batches and then completely forget about them, so whenever I decide to try an RM game, I end up playing it blind. That means I didn't know what to expect of this game when I started it, and was quite surprised to see that Karuna was actually in love with Aurelie... and that's kind of my point. Despite there being a introductory scene where we're shown these characters interacting with each other there was never a point where I felt Karuna's actions in the game were motivated out of anything but friendship and guilt; nor did I felt that kind of chemistry between them during the opening. If anything, I felt Karuna had a motherly mentor attitude towards Aurelie based on their interactions. Maybe I'm a little thick and I'm just not seeing it, while other people find it obvious.
Don't get me wrong, I really liked the game; it's got great visuals, great characters, fun battles and a sweet soundtrack, but I had to get that out of my chest.
Good luck reaching that 100%! I'll be watching. :)

The matter can actually be solved easily. Just ask yourself: As a player, what would I get out of this? If you really think it would increase your enjoyment of the game, then go ahead, otherwise don't.
IMHO, I'm not a fan of the idea. Sure, it worked on Wine and Roses, but that's because that was an exploration game. Finding powerups was the whole point of it (well that and the kickass battles).
Frankly I don't see how the system could work on a regular story-driven game: if the powerups are plentiful (or even buyable) it'll lead to tons of munchkining. If they're rare, it'll make the player obsessively explore every area and talk to every NPC thrice just to make sure they didn't miss a crucial power up, which basically means grinding game progression to a halt. Finally, if they are easy to find, they will feel pointless and unsatisfying. You might as well just automatically powerup characters after certain plot points or boss battles (which has been done before to great effect). Of course I could be wrong :P (Edit: maybe on a rogue-like it would be a perfectly serviceable system)
It's a little bit cliche, but I believe that instead reinventing the wheel you should look for what makes other games fun for you and try to make it your own.
