I think I get it!
Are the event's moving? If so set them or the bottom one in the event page to wait.

Other events won't run when a cutscene is running. For example when you move a character stands on a event that transfers you. The event you stand on doesn't transfer you because one is already running.

Well you said that you want the player to control a certain character

Like you enter a room, after a few steps the event plays? If so then you could use the player touch trigger to start the cutscene.

You could create a new actor for this character and remove the current party members and just add the new character from the Change Party Member option. Then after the event plays out remove the character and re-add the party members.
