At least as a start, you chose a good graphic style for the game, especially since this is focused around humor, I'm assuming.
Though, I do agree with everyone here. You should plan out what type of game you want to make, and not just say "oh I want to make a default game". You can still have the battle system, but you should add a feature that will spice this game up.

If it's his first game, and he hasn't made any better projects yet, I think he should go ahead and upload. Part of learning is through making mistakes, it's learning from those mistakes that helps you improve. Not to mention how posting it on sites like this is probably the best option, as people in the real world, outside of the RPG Maker community, would say "this sucks" and not really give much advice on how to improve it.

Yowza Bowzah! That really does not look good. I know you are using rips, but regardless the perspective of the sprites look off, and it overall looks bland and bad.
I've seen some sprites of sonic characters which may be good to use for an over-head view rpg game. If I can find them I'll point them out to you.

You know, since you have a battleback that is side-view, why not just place the characters lined up perfectly with one another? It would actually be a nice effect, being that the series was originally a side-view platformer, and it wouldn't look like the characters are standing on air next to the platform.
