(A) would be the generic storyline everyone loves
Please never use 'everyone loves' 'generic storyline' in a sentence ever again.
(B) is more of an interactive story (has less game, but is still role-playing) and the plot doesn't revolve around just a few people, but about everyone on the planet.
de facto preference would then become option B
What kind of storyline do you prefer?
My beliefs are that those are both extremely basic, very represented concepts that are so vague I couldn't really choose one or the other without further context. I also believe you shouldn't put your game's features and design tenets up for vote, you should develop a clear image of your goal and pursue it.

Who is Lysander?
Well, as far as Hama is concerned, you mentioned it's double-dicey because they need to hit the Retribution-affected person, but that's where Sukumai comes in :) Additionally, I thought this was a good way of including a chance of instant death without actually making you spam Hama. "Defensive spell with Hama attached just for extra oomph~" I'd like to mention that Hama's base effect rate is now affected by your Luck stat, making Lysander the most effective early user - only one hero has higher Luck than he does. Also, Hama being nullified will not count against you :) Your turns can only be affected during the Ally Phase. A "counter" ability being nulled will give you no penalty, and likewise, Aisling's Flash of Steel won't get you any bonus turns with its critical hits (it does get her sync for her role, though).
Otherwise, I greatly appreciate all of your input! If a character is terrible, I need to know, and I'm happy to change it. I tried to compare him to your examples. Lysander has Ma/Zio and Elec Break, but he lacks Elec Amp, a lot like Yukari :) I also did not include a lot of other stuff from his list, obviously, but Lysander is pretty solid defensively. (He gets Resist and eventually Null Rage, and Trafuri to remove yourself from sticky situations.)

Are rakumai and sukumai the equivalents of rakukaja and sukukaja?
No; Sukumai draws aggro to the recipient, and lowers their evasion. Sukukaja is +30% evasion and accuracy. Rakumai has been removed, but if it's reincluded, it will do something different. Rakukaja is -30% damage received. -mai is sort of like a variant, in the way that "Dia" is "heal" and "Diamai" is "regen."

All of the mentioned buffs are trade-offs. Are they situationally useful?You're right, I went overboard with LOLSTRATEGY when going with Rakumai. There's no reason it can't be Rakukaja or any plain -aja; Sukumai, however, is useful in quite a few situations, and is worth the trade-off. (Sukumaija will now lack any evasion penalty when it upgrades.) Edit: Actually no, Sukumaija will still penalize evasion. Rylan isn't gaining any sync if he isn't taking damage, (at least not with Mnemos equipped) so this actually helps him activate his sync role. I also think there are a LOT of situations for Sukumai to be useful, at least in the early game party - namely, Rylan being attacked for sync and Aisling guaranteeing her Flash of Steel to trigger. These should be happening in every battle, more or less.

That will work well with Gaia Link, too, despite it being incremental; Gaia Link is now also how Lysander can turn his impressive single-target healing into a party-wide ability without actually using Media. (Media axed)
