Make sure your most recent save is in slot one in-game, and submit that file (Save01.rvdata2,) into your locker:

That's weird. You should have a prison key. If you want, PM me your save file. I could easily mod a new key for you.

Are you talking about the video cut at 17:50 on part 5? Because I got the key by defeating the Meta guard at 14:46.
