Sounds like you would just make a normal cutscene with a couple of map events and just make them do the things you said with normal commands. I don't see anything fancy here that needs scripts or anything, if I understand correctly.

Hey there, thanks for playing and thanks for the advice. Yes it's true it would be better to change all the dialogue after a major event. But I would also say that after you beat the boss, it will still take some time for the environment to fully recover, so I would say that nothing has immediately changed from the perspective of the regular people. At least, that would be my convenient excuse for not doing the extra work ;-)
