If you're using Windows 7, I suggest going over to http://www.sevenforums.com/ and asking for help there. They specialize in Windows 7 and cleaning out any virus-laden computers, best Windows 7 community I know of.

[Poll] Do you think RM2K/3 will ever die off completely?
To answer the original question of the topic/poll:
RM2K is still alive and kicking as RM2K VALUE!, still being sold and actively supported and updated by Enterbrain. The boxed copy of RM2K that I got while I was in Japan about 1 year ago even has a sticker on it stating compatibility with Windows 8; it was proudly sitting on store shelves together with RMXP, VX, and VX(A).
RM2K3 on the other hand is "officially" dead, it has been pulled from store shelves long ago and you likely won't find any copies for sale besides used/second-hand copies.

I wonder when I'd voted in this poll, oh well. I've been around the RM community since sometime around ~2003 or so, starting with RM2K, so about a decade already; time sure flies!
During that time I've been part of and witness to many RM communities, some still standing and some long gone. Gaming World (now Salt World), Gaming Ground Zero, Dark Dominion, RPG Infinity, Sky Tower Games, War of the Magi, RPGClassics, rpg2knet, Lunatic Gaming, Ghostlight, RMN, RPGMakerWeb, and many others; those were (and still are) good times indeed.
During that time I've been part of and witness to many RM communities, some still standing and some long gone. Here's my 2 cents on encryption: Don't fucking do it. Encryption only inconveniences* legitimate users and does absolutely nothing to prohibit serious copyright infringement, it's exactly like how DRMs are worthless against piracy.
*Why is encryption a bad thing? Well now:
1. Obfuscated content. If the user actually cares about what goes on in his computer, he won't trust something encrypted and packed into a single .exe that vehemently hides its content unless you are a highly reputable/trusted developer/publisher (read: you're not).
2. High chance of being flagged as a virus, reputable scanner or otherwise, because of the above. Obfuscation is a common hiding tactic by viruses and malware.
3. The RPG Maker community is and has been an open source community since its inception, largely due to RM2K(3) not having any encryption capabilities built-in unlike RMXP/VX(A). Encryption hinders the open source nature of the community and stiffles genuinely curious developers from learning (read: not stealing; learning) from the works of their peers.
4. Encryption makes the game unplayable. If the encryption process itself doesn't break the game to begin with, forbidding direct access to the code prohibits players who might know how to use RM from fixing game-breaking bugs/balance issues so they can get on with the game (I've had to self-fix bugs and/or rebalance stuff in games many times to keep playing).
So essentially,

kentonaAny respectable person will respect your copyright license and its terms; if there comes about a scum who doesn't, the RM community has proven throughout its history to ferret them out, publicly humiliate them (as they should be), and oust them from the community.
The best thing to do is to just distribute it freely, asking for credit/permission and a link back to your site/game.

My problem with the petition was you have create an account. What does the White House need that for? NSA, anyone?
They only ask for your name and email, both readily available information (especially from the government's PoV!). They also optionally ask for your zip code so they know where in the US you are signing the petition from.
Honestly, that White House account was far less invasive in the kinds of personal information it wanted compared to other places that can go as far as asking for your birthday and street address, among other things!
