If we can make any wild guesses...I pressume that Cid and co. are escaping an Ivalice prison.

What does it look like when they attack?
Yes, the background moves. Party members attack from range with guns mounted on the bikes.

It's not an Eidolon from FF13, I promise. With each battle through the tunnels on your way out, another party member catches up and rejoins the party, then you face a few more battles and a boss.
The party is set at Parker, Cid, Dajh, and Wedge for this part of the game. All characters can attack normally with the guns on the bike. Each character has different Magitek abilities from their bikes, though.
Parker has Shielding and Healing Force.
Cid has Gravity Bomb and Magitek Missiles.
Dajh has Toxic Spray and Healing Force.
Wedge has Fire Beam, Ice Beam, and Lightning Beam.
While riding the bikes, Limit Breaks are replaced with the same ability for all characters, called Burning Rubber, which deals some serious physical damage to an enemy.

This is fine as a mechanic for one battle, but a whole game of this? Fuck FFT:A.
Agreed. That's why I only activate it within Ivalice, and it's random during battles. Not every random encounter will have a Judge present.
