I'm guessing that you didn't talk to him then.
OK, not obvious that house is enterable because of the fixed camera.
I suppose he's an easter egg (character from another game, or self portrait)

I don't remember, I didn't make sure to speak to everybody in town.

Passability And Dashing
There are scripts that can use regions to block movement:

Checking if the player is dashing or not is easy, there's a function in Game_Player for it.
Then to make things nice, you'll want to change the character sprite while dashing to show a flying animation.
So should be doable, maybe as simple as hacking yanfly's script to skip the region check while dashing. But, you might need to make the water tiles passable in the tileset and rely on the region to block them.
The MV version of the same script has a setting to make a particular region always passable.

Are there missing files in the package?
I get an error loading "chipset/town" on starting a new game, and there's no chipsets in the rar file.
These missing chipsets don't seem to be in the RTP either.

Perhaps "Best Game Mechanics"?
For the most fun, interesting or original gameplay.
(which is a bit different from the dark souls and how did they do that awards, and goes with the art / writing / music awards as another aspect of what makes a good game)

I do like the idea of an award for event games because they're generally unlikely to have the level of polish for another award (but they get a lot of visibility already)

so I have no idea who my secret santa is cause that's kind of the point but whoever you are...I love you!
Turns out the whole project file is one line of text:
RPGMV 1.6.1
So if you either make a file named "game.rpgproject" in the www folder with that content, or just copy everything from the www folder into a new project it should work.
If not, I'll upload the 500MB zip with all the unused files somewhere.
(I intentionally didn't encrypt and used free resources so you could peek inside)
The not credits.txt says where the non RTP resources I didn't make came from.
