Sorry but no matter how good Super Mario Bros 3 is (and it is), River City Ransom beats it out on sheer awesomeness. The game was very ahead of it's time. Being able to toss wheels and jump on them as they roll, being able to throw rocks and hit them in mid air with a stick like a baseball, and a truely awesome mix of Side Scrolling Beat Em Up and RPG. I'm not sure if I ever beat it though. I usually spent my time in 2 Player beating the crap out of my partner so I could use him as a weapon.

RPGMaker Not Working

Well, be sure to download the legitimate English version, as well as pay $60 USD for the Account Key (or just use the 30 day trial for now.)

If you are running it in Vista, I believe you need to run it in XP Compatibility Mode. Look it up, I'm not sure how to do it.

Oh, also make sure to get the RMXP 1.03 patch from Enterbrain to fix games for Vista.

You can fix it with scripts, but you're going to have a huge problem moving around the map.

Downloading rpgmaker with vista? ???

How does one start?

Yes that's normal. It's generally the way people work, adding tiles and character sets as they need them. Instead of massing them before hand and then deciding they aren't going to use them.
